Ilias Kastritis has been the Deputy Head of the monitoring unit of the Managing Authority of the Operational Programme “Digital Convergence” under the National Strategic Reference Programme 2007-2013 (European Structural and Investment Funds -ESIF) and now is an executive officer at the Executive Unit for ESIF in ICT at the Ministry of Digital Policy. He has
been responsible for 300 million € investment projects, both in the public (e-Health and eGovernment) and private sector (ICT start-ups). His main responsibilities were the strategic alignment of proposals with the priorities of the public investment portfolio, the appraisal of projects and the sound financial management towards achieving expected results. He has extensive experience of the range of people, technology and process issues, in a 60mio € nationwide systemic ICT in healthcare He also acts as a mentor for his colleagues and is actively engaged in the performance
management of his organization. Alongside his main responsibilities, he has drafted the Greek Strategy for Digital Development for the investment period of 2014-2020, in deliberation with associations and key government stakeholders. Ilias also liaises with EU officials to focus investments and accelerate absorption capacity. A member of the European Commission expert group on ESIF financial instruments, Ilias, contributes his experience in the smart and sustainable use of financial instruments for Growth and Jobs. Prior to his current position, Ilias has been a Senior Consultant with Ernst & Young Management Consulting Practice in Southeast Europe for 5 years, helping clients shape meaningful solutions with re-engineering, performance management and change management challenges.
Ilias is an adult trainer with more than 10-year experience in higher education (Strathclyde’s University International MBA (scenario planning, project management), as an adjunct professor, in the Hellenic American University, as an experienced instructor and at the National Center for public sector education on leadership and management especially for middle level and senior public officials. He is also, a trained executive Coach by ICF and uses coaching skills within his practice to elicit responsible behavior and reflective practice in leadership and management. He has participated in the SmartCity Hackathons being a mentor to winning teams.
